Okay so i have it so u step on the circle of power and u gain control of a fortress but i want to limit 1 fortress to person how do i do that ?

Easy just make a condition like this
C> Number of units owned by owner of trigering unit of type fortress equal to 0
C> Number of units owned by owner of trigering unit of type fortress equal to 0
