[Trigger] Trigger help, Complex.

I played city of drugs, and i saw the movement scripts for mechs and cars. I wanted to add mechs to my loap, but instead of any unit to get in...i just want it to move with a hero in. I sat at my computer, and i couldn't even get the scripts for it not to move without a unit in it. Should i do some burrow thing? Or just make it a seperate trigger?

If: unit unloads all passengers
Condition: trrigering unit type is Car
Actions: set movement speed of trrigering unit to 0

If: unit loads passengers
Condition: trrigering unit type is Car
Actions: set movement speed of trrigering unit to Whatever it is.

Something like this...
