Too few cliff tiles

Why does JNGP has this error? I try to pick many cliff tiles but always the same error

I have this version

You can only ever have at most 2 cliff types and at least 1 cliff type although you may have more cliff tile types but you always need the base types used by your cliff types.

Error is saying i have too few cliffs

I still have this problem.

No matter how many cliff tiles I select, it still gives me the same error about not having enough cliff tiles.
