Cliff Tile Help

I am trying to reskin a lot of tileset textures. I have had no problem re-skinning the non-cliff tiles, but when I try to reskin cliff tiles it does not work. I use WC3 Image Extractor 2.

These are the paths I am using:

(Cityscape Stone Cliff)
ReplaceableTextures\Cliff\Y_Cliff1.blp

(Cityscape Square Tiles)
TerrainArt\Cityscape\City_SquareTiles.blp

The regular square tiles gets reskinned fine, and shows up in the editor, but the cliff tiles do not change, and still appear as their default selves.

I got both these filepaths from war3.mpq so why does one work, and one not work?
