How did he get Alteratic? Because they are more likely to kill you than help.
Because even during old alliance Alteratic was evil. StormGuarde had been under control of a cua, and there was rebellions and everything. HOW DO YOU CONTROL THOSE TWO THEY ARE LITTERALY THE HARDEST TO CONTROL BECAUSE THEY ALL HATE EACH OTHER!
You cannot pair up a person from StormGuarde with someone in Alteartic same with Dalaran!

And he did it with mass manipulation. He made new religion, laws and killed many of Rebel leaders (only one is alive but is in dungeons of Hellwater (don't ask where is that but it isn't empire)). It isn't even limited to humans. He destroyed Zul'aman because they were starting to get independent, he recently bombarded Gillineas because they started rebellion. Also the frequent attacks from non-human made them to join. It was very long process.

Many of humans, dwarves, gnomes, elves and Trolls are willing servants of empire. And there are even my Trol'locs that unofficially aid him in defense from Hippies.
