You can eithor use one with the limits disabled already.
Or you can force them to be disabled by enabling local file detection for WC3 in your computer's registry and then importing the modified file with the restrictions removed into a folder in the install directory (may not even need the registry edit).

If you are a programmer, you can also write your own terrain interface allowing you to modifie the terrain layer file directly.
