How do you set a condition for tech-type level 2?

For example, I want the condition only to be for Priest Master Training and not Priest Adept Training.

Are you talking about the requirement for an ability or upgrade? if yes, you just set the base upgrade, in your case Priest adept training in the tech tree requirement. and just below is a field with "Techtree - Requirements - Levels, there you put in the required level number of the upgrade. e.g. in the screenshot (from the spell inner fire), you need the second upgrade level which would be Priest Master training.

No, I meant for triggers, sorry for not being clear.

For example :

Event : Unit finishes a research
Condition : Tech-Type of (Finished research) equals to Priest Adept Training

This is what I can use, but I want the condition to be : Tech-Type of (Finished research) equals to Priest Master Training
