"Tapering" slow or haste

I was wondering if there was any ability that has a "tapering" effect for a slow or haste. This means that it falls off over time. Something like this could be coded, however it would be much simpler if it was just an ability somewhere.
 
I want a slow/haste that grows weaker over time.

Eg. A 10 second slow that starts at 50%, then after 1 second it's 45%. At 5 seconds it would be 25%, etc.

I think purge kinda does this, but it also removes buffs.
