You would need trackables, a blp file with alpha layer and no object drawn to replace the cursor and walls of destructibles/units that cover the whole map in rows, so that the hovering of the mouse is detected, and the camera is panned at the position of the destructible/unit. It will ultimately look like this (blue's the camera, the squares the block destructibles/units and the way it is shown is 3rd person shooting):
