Start Screen Image Importing

1) I do not have photoshop, is it possible to make start screen image with drawer?
2) Could you direct me into guide about start screen making?

Anyway, it is possible without photoshop. You can either make it by yourself or use an image from online.

I just wonder how to make it with drower considering I need precise length and I can't tell the size with drawer.

Considering the thread was not closed yet by mircle I would like to give advice about the answer I was given:
GIMP 2 -> FREE TOOL TO RESIZE ANY POSSIBLE MAP INTO 512/512, UNLIMITED TIME (google it).
blplab_v0.5.0 -> FREE TOOL TO OPEN PICS THAT WAS RESIZED AND SAVE IT INTO NAME FullScreen.blp (tools secrtion).
All that is needed is just those 2 and any picture with format gpj, gpeg and more into your loading screen.
