Errm... When I got to level 3 the shop you buy a base from didn't spawn... But it still told me to get one...

It appears, just a little outside the temple, right next to the walls at the bottom left of the temple. (Where the shops are). If you can only see bases, or only see nations, try clicking the other rock, they are right next to each other.
EDIT: Oh and yes the map is protected. Unfortunately there is too much risk of people stealing and taking credit for a map for me to leave my maps unprotected.
