That's a rather specific choice for a teamcolor. I mean, it's not covering the whole thing, so it looks like he glitches out or whatever. Did you stop modelling it halfway through?
I like everything beheath the glowing section though. The Sludge looks cartoony and scary, just as he should. He is more organic then slimy, but that's a good way of reimagining him.
Maybe you could try experementing with modulate filtration type and geoset animations\tc textures underneath the skin textures. Millions of ways to to TC and give this guy a slimy feel, if that's your goal here.
