Skill Points not in Gameplay Constants?

You mean it increases in increments every level? Like at level 1 you start with 1, then when you level you get 2 skill points? And so on and so forth?

My hero can advance class. Once advance class, the first level of all ability will be learnt. And i only want the advance class hero to learn next ability after leveling up for the 1st time. If i do this without stopping the skill points, it will give me tons 10 skill points for nothing.. i can deduct it by triggers, but i was wondering if Gameplay Constant or other place can stop it globally.
