Shouldn't have to download icons to mini-moderate.

They're not like a model/skin that you have to see moving to appreciate fully, nor do they have to be played like a map. What you see on the site is all you'll see ingame, so you shouldn't have to download an icon to approve it in the mini moderators box.

It could decrease server load my a small margin as well, with less people having to dl.

Wrong.

The preview image shown on the website is lower quality (.jpg) than the one downloaded. Therefore, it gets blurrier, fuzzier, more details are lost, etc.

You *do* need to download and check an icon to get a clean picture of the things. Checking them in-game is also recommended, to get an idea of how well they fit with the environment of Blizzard/other custom icons.
