1. Make a dummy unit with the shockwave model and then change the size.
2. extract the schowave model from the warcraft 3 MPQ and change size in a model editor.
I think you could create dummy unit that will cast your shockwave and increase it's size.
That might work. Otherwise, Chaosy's suggesstions are your best bet.

Create a dummy at the location of the caster.
Set size to 200% or original size.
Then give it the real shockwave + appropriate level.
Then make it cast that real shockwave.
Remove the dummy from game.
