Semi-transparent Models?

I'm trying to make a system to show the range of a tower in my TD around it when it's selected. I made a simple circle model and applied a white texture to, however, i want to be able to see the terrain under he circle (AKA I want it to be semi-transparent). When I try to make a semi-transparent TGA in GIMP then convert it to a BLP with War3 Image Viewer, it either comes out solid or entirely transparent. How (if at all) can I make a BLP semi-transparent on the model?
 
Ok, I'm not a modeler, I just know how to make shapes and add colour, so I don't know what a geoset animation is. I'll try to find how to set the filtermode.

Ok, I did what you said, but it's still opaque. This is what my material settings looked like in War3ModelEditor:

Try "additive" instead, looks better if you ask me.
Just make sure you don't have anything on your alpha channel, or the texture will turn completely transparent.

If you want to set the transparency manually, just check the "animated alpha" box, click the "alpha" button and change "0:1"
to
"0:whatever real number of transparency you want."
example:
0.3
would make it 70% transparent.

You only want him to be a bit transparent? Why not use the trigger editor in the map and use Animation - Vertex colour (If I remember right).
Nah, that function plays up a bit, and it could cause lag. I want the actual model to be transparent.
