Scale Up Terrain

Hi,

I'm just wondering if there are any tools that could scale a maps terrain up/down?

I'm looking to create a map based on Europe and have found some templates but their scale isn't right for what I'm intending on going for

This is just too big - even after cutting it down to one of the smaller sizes suggested it is just oversized unfortunately

This is the opposite - after cutting the map size down to just Europe the size is just too small

I've been doing some googling and the answer seems to be a no so far, but thought I'd ask before I attempt to create my own version!
