I swear I saw some tool that could edit these, but I can't find it again... so I guess the question is, is there such a tool or did I imagine it? :\
 
I never heard of such a tool.
Maybe you are mistaking it for a tool that can edit game cache files (.w3v) like CacheConv or one of the tools that can change replay files (.w3g)?
BTW CacheConv can in fact extract the game cache out of a savegame file, however it can't put it back in or otherwise edit the savegames.
