Request- Frost Storm

I would like a spell done for my map ( I only have 2 left to finish and then the map is done ) that is called Frost Storm and is cast by the triggering unit, not channeled... but channeled by the dummy unit. It would be an ultimate ability that when cast, causes a storm of frozen ice to sweep over an area of 250 and freeze those caught inside for 15 seconds. I would want cloud to be used as part of the effect, and the frozen breath ice block used on the units caught inside. It should not affect buildings. Credits will go in map for the person who makes this, thank you.

It can, I know this. But I'm having trouble with making it so I need some help- I'm not the best spell-maker. And this is the Request forum, and this is a Request, so I will ask here. Thank you.
