Replacing Tile Error!

Anyways, so i am creating a modfied Night Elf race, where you can only build structures on "Rooted Ground"(grounds with roots on it) and i though the bst way to achive this is by takeing the roots tarrain texture, and replacing the blight tiles. This way, i dont need triggers, and mearly set the buildings as must build on blight!

For some strange reason, when i im,port the file, it dosent work!
If needs be, i will attach my map and the terrain art i used to replace the blight
