(Relatively) new developers and submissions

I have dabbled in Warcraft III World Editor quite a while ago, creating a lot of test maps, heroes, items, spells, etc.
My question is this: Is it allowed to submit spells for the sole purpose of receiving feedback on them? I feel that would be the best way to improve a spell I'm working on.
 
Well, theoretically, you can upload spells to gain feedback about them. But the spell section won't be the best place for that, since spells/systems uploaded there should have an inherent use for other people and need to fullfill a quite high quality standart. Substandart revources will get scold there more probably :p
I would recommend to make a threat in the trigger help section instead. There you could ask people to give a look at your triggers.
