First of all I wasn't sure if if this should be in the bug report section so if this is in the wrong place please move it to the correct section.
Secondly this problem is rare and it has only happend to me thrice.

I tried to rate a map but instead of 5/5 it showed -5/5. When I clicked it showed "no rating". Why did that happen?

That's not possible.

As a normal user you can't neg-rate maps. 1/5 is the lowest.

Must be some kind of bug.

It must be a client-side bug then. Can you see if the resource was actually rated by you? Try sending a link to a resource and I will see if you rated it already.
