Rate thread button

Is there is yet a rate this thread button (there was a time where I could see the rate this thread button)
And where is he?
If it had been removed I can understand why (because the map thread with the more ratings where a thread made by someone who asked two of his friends to vote for it) but what happens is that I have seen two people making poll on what would be the rating you would give to them because they have an hard time finding the button.

Hmm I get 2 link in the top right, search this thread, and then forum tools which give me: email, subscribe, and show printable version, but No rate thread option. Not sure why.

I can't seem to rate the thread either. If I click the #x of a post I can rate that particular post (which it seems does nothing). But not the whole thread.

Thread rating is a silly feature. I never used it.

I don't got any proof, but I think that feature existed but got removed. Because I know it was possible to rate threads before but now I can't seem to do it.

This thread itself is rated, it still exists. I guess only higher ranked people can do it?

It seems I can rate some threads but not others like if it were chosen randomly in function of the user.
for example I can rate the Mini-mapping Contest #9: Map size Limited thread but not the [Melee] BloodBath thread(where I did not posted) nor the [Altered Melee] blood and magic(where I posted) thread nor This one but some not so old map developments threads do have an rating like in third page(with pages of 50 elements) the tread [Campaign] Lithion's Awakening SPRPG.
It seems that all the contests can be rated but that for others it follow others rules maybe it would be interesting if rules for rating threads were indicated somewhere in the rules forum section.
