It's been done better already, but this could be useful for something smaller, like an ice version of Rain of Fire (other than blizzard).

I would change it to make it looks more "rockish" instead of "waterish" it could be good to see it explode in the ground like if these crystal was tossed into a wall with a high speed.
I don't know if you know what I mean but for me it's too much similar to the blizzard's one as BUP said.
