Questions on making a mana bar with custom borders around it

Well my title says it all and i was wondering how to trigger the mana bar over the player's selected unit with the custom border

Not possible unless you do some sort of a twisted floating texts around it or the symbol used for the bar itself has it's border colored.

Using a |cff bla bla bla and create floating text using | | | it could be done
