Question with range in GUI

If you cast a spell with the AoE circle (like blizzard) and say i do: Set Blizzpoint = target point of ability being cast. Then i refer to Unit - Damage Area. and I put within a 200 radious of Blizzpoint. Is the the measured from the center of that point, or from the very outside of the AoE point?
