Problem with "doom"

I made a spell, based on Doom, with 4 lvls. (no level reqirement)
When it's level 1 - it's working fine, but when I get it to lvl 2 or higher - I can't target anything.
Says the mob(s) are too powerful. I searched for a field, when I can define the max level allowed, but I can't find such field.
Can anyone help me make it work?
 
This has been a long running issue with Doom starting around patch 1.19.

The only solution seems to be to have multiple 1 level dooms and make the learnable ability a dummy which changes the usable doom ability. Cooldown will be reset which is a minor exploit but could possibly be fixed with a trigger system to defer swapping the doom abilites until cooldown is approximately completed.
