When my NECROMANCER hero cast a spell it "consumes" souls, every spell has its own "souls cost", most of them uses big amounts of souls.
Spells damage are also based on how many souls where used in the spell you casted.
NOTE: Souls arent consumed, they are released, that means they are not fuel, they are like projectiles.
Example:
SPELL 1
Cost: 24 souls
Damage: 3*24 souls
What this passives does is that give you a chance to make the souls you released to come back to you after casting a spell.

"You have a chance to get back 20% of your released souls"
Is like, if your attack throws 3 souls, one of them will return to you
