You have your mods set up incorrectly.

There are 4 mods.
Liberty (Mod)
Liberty Multi (Mod)
Liberty (Campaign)
Liberty Story (Campaign)

Liberty (Mod)
This mod contains the release dataset used by StarCraft II: Wings of Liberty for melee play. It largly resembles the final beta dataset.

Liberty Multi (Mod)
This mod contains all the patch made changes to the release dataset used by StarCraft II: Wings of Liberty for melee play. It has a dependiency of Liberty (Mod). The contense of this patch is prone to change over time so use only if your map is to reflect melee play (and expect to have to deal with ballence changes).

Liberty (Campaign)
This mod contains most of the gameplay dataset used by StarCraft II: Wings of Liberty campaign. It has a dependiency of Liberty (Mod). This mod can change over time with patches to occomidate mechanic changes or bug fixes but can be considered for the most part constant.

Liberty Story (Campaign)
This mod contains the cinimatic and misc dataset used by StarCraft II: Wings of Liberty campaign. It has a dependiency of Liberty (Campaign). This mod can change over time with patches to occomidate mechanic changes or bug fixes but can be considered for the most part constant.

Mods get loaded from the top of the dependiencies list to the bottom. Mods in the editor will sometimes not follow this due to bugs. Mods will automatically load any prequisit mods if not already stated on the list. Mods declearing data with the same type and identification will overwrite existing data declerations in order of loading. The map specific data declerations can be thought as being in an invisible mod at the bottom of the list.

You need to make sure that
Liberty Multi (Mod)
Is at the bottom of your dependiencies list if you want all patch made changes to take effect.

This is simlar to changing the object data in WC3 from the initial RoC/TfT release to the patched object data under the one map setting.
