No structures available - staff of sanctuary

I can't use staff of sanctuary in my custom map. There is a townhall classified as townhall and it has the targeted as "structure". But when I use the item, it always tells me that there is no structure available to teleprot the target to?

You need a Town Hall under your control for it to work.

have you tried adding your custom townhall in gameplay constants?
