[General] NEW TO EDITOR | How do I get rid of these water based cliffs?

I can't seem to get the cliff to go away using same level or shallow water cliff tools. I have also tried to use the height editor but i just creates these insane cliffs. I just want it to go to the water.

IDK if this means anything but at one point trying to solve this i turned off 'Enforce Water Heights Limits' but at this point I have it back on.

Also, I have made other 'zones' and they have the shallow water leading to the ocean, so I don't understand why this happened here.
