Can any1 make me a skill :

Nether Chains
the Hero puts a chain on the target and slowly dragging it towards him . . .
(Like Pudge's Hook but slower) and while dragging the victim, the victim leaves a burning area where he is been dragged . . .

Cooldown: 30 sec
Manacost: 145
Casting Time:2 seconds
and it has 4 skill level

1st-1 target for 250 damg and a range of 900. 35/sec burning dmg.
2nd-2 targets 300 damg and a range of 950. 40/sec burning dmg.
3rd-3 targets 350 dmg and a range of 1000. 50/sec burning dmg.
4th-3 targets for 400 dmg and a range of 1100.60/sec burning dmg.
