I suggest playing around with unit value's in the Unit Editor.

Perhaps where is says mana regain, most heros are set a 0.01

mess around with that, and set base value at 100 for mana, while not allow any mana growth for heros, or if its a normal unit, just base value.

I am not sure if you can do per 3 sec, without some more understanding, but a shortcut might be 20 divided by 3, and set that as a per1 sec recover.

First, Welcome to the Hive.

You can make the mana increase by 20 in Stats - Mana Regeration and change it to 20.00. If you want it to increase every three seconds then use the following trigger code:
  • Events
    • Every 3 seconds of game time
  • Conditions
  • Actions
    • Unit Group - Pick every unit in ManaGain and do (Unit - Set mana of (Picked Unit) to ((Mana of (Picked Unit)) + 20.00
Be sure to set Stats - Mana Regeneration to 0.00 if you use the triggers.
