Need help with icons...

When I apply custom icon to any ability there is a problem. When I learn that custom iconed ability lvl1 it ok, but then I have to skip lvl before I can learn it lvl 2. Well my problem is that when I go on the hero abilities that ability is unavailable on this lvl - and so it appears totaly green. So how can I fix this?
