This is because priority is only of partial relevance.
In fact, there's many factors to determine which unit is attacked first.
Some that I've figured out are:
Distance doesn't matter
Targets(for spells too) are only chosen from inside acquisition range
Currently attacking units are shot first
Weakened(not full health) units are shot first
Lower max health and armor make the unit more likely to be attacked
Units in attack range are preferred over those that are farther(even if all are in acquisition range)
So in the end the only way is just making heroes not worth attacking.
