Moving Loading Screens {how to animate loading screens?}

I have seen in some maps that after you wait for the map to load and the "waiting for other players" text appears, the loading screen becomes animated. For example in warlock 087 the clouds begin to move after the map is loaded. I want my loading screen to slowly zoom in after the map is loaded. How to do that?

The how to zoom in, you will need multiple versions of zoomed to zoomed in deeper.
