Movement Speed Upgrade Bug With Items

I have an upgrade that increases the speed of ships, now, there's about 20 of these upgrades and for some random reason if i've researched it once, and then equip my ships with weapons(items), they become REALLY slow, why is this?

The items carry a modified phoenix fire ability.

This is probably a problem within your "weapons" and unrelated to the upgrade.

I've checked but so far I haven't found anything that would cause this problem.
