Movement detection and slow spell help

Hello, i have some questions:

1. there is some method to detect the movement of a unit? I mean, if a specific unit is moving or is stopped. I want to do a an ability where the hero gains bonus damage and armor when is stopped and lose it while it is moving.


2. i plan to do a skill (for the same hero) where it creates a ''ring'' of slow around it. Precisely, at 300 ranged. So, up to 300 ranged from the hero, nothing happens. At 300 - 400 range, there is a slow aura. There is some way to do this? I think, maybe, stacking two auras for this.

Any help will be welcome ^^
