I tried to brush up on my editing skills recently by opening a campaign map in the editor, and while inspecting various things I realized that the "Gameplay Constants" as well as "Gameplay interface" were modified somehow through the campaign editor, such that they were modified in any new map added to the campaign, (the changes were colored in blue). I was wondering how this was accomplished.

Try using Campaign Editor -> Edit -> Gameplay Constants.

What do you mean by that? It's the constants Gameplay for the entire campaign including the maps, it's an easy way to change the game constants of Warcraft ex : text description, instead of using it on each maps, and all the changes become blue (modified) and can no longer be edited inside the map constant.
