what does it mean when i try to start a map, in WC3, and then the chains roll the window away to start the game, but then they just come back down?

It means that you either don't have the latest patch or that map doesn't support the latest patch (most likely, the second one is the reason).

ok, how do i get the latest patch?

Connect the battle.net and update your version. Or try manually installing the patch by searching the patch file in the internet.
