Making skins (from scratch) for custom models... HOW?

DO you start like making it part by part adding it on or HOW? I've been puzzleing over this for a while, i have a version of 3ds max5 with warcraft 3 art tools, and Photoshop 9.0 CS2, and I can't even make 1 good model, so far all i have managed to make and put into the game is a sphere with som rubbish immage I made... aniway, now I'm trying to make a tank (with the help of a modeling tutorial) but it has nothing on how to make a skin for your model :S. ANY TIPS GREATLY APPRECIATED, and yes I am talking completely from scratch, not taking other skins, because there aren't many tank skins in wc3...
 
This is not a request for a resource more of a request for help or a tutorial, but the problem is I don't know where elso to post it (I can't post in tutorials, and it isnt a resource request so it's not for the requests forum). Any help or where to post please :P.
