Is there any way to make a terrain type impassible by all units except air? For example say the "Rock" terrain so that land units can't walk on it, but you can still fly over it.
In the doodad palette, there is a subcategory called "pathing blockers". Their only purpose is to block paths for certain movement types.
You're probably looking for the "Pathing Blocker (Ground)" doodad.
