Can 2 triggers that are looping 0.03 seconds whole game cause game crash?

No loops will not cause game crash. Only the actions inside the loop can cause a crash if mishandled

It will not directly contribute to the crash of the program BUT, it may slow down your fps if you spam it a lot of actions in it for a continuous amount of time - eventually eats up your processing performance - leading to crash or freezes.
