Locking unit roation but unit still being able to move

You could edit the model to include the appropriate bones (the whole model should be included in such bones) and then lock the facing of any units with that model. There is an action for locking the head bone of units in either the unit actions or animation actions section.

Someone more knowledgeable than me will have to tell you what to do with the model edit.
