Light sources

Is it possible to add light sources, such as generated by Torch/Glowing Torch doodads, but without an actual model there?

Lights are a part of the Glowing Torch model itself. They of course don't have to be attached to any torch > Glowing Light. (If that is what you meant by "without an actual model")
Model Editor can create lights and edit their properties (type, intensity, color).
