Leveling Spells Up

As of right now I'm having a few issues as to how to continue the dialog selection. Right now I have it set up for a hero so that they can select their spells via the Dialog. However this gives them the spells. So when they level up they won't be able to actually upgrade these spells. What would my easiest course of action be to fix this so that I can upgrade their spells?

Start it with no spells then use triggers to add the spell manually, as well as level them up..

I'm confused on both suggestions as to what I should do. On the first how would that level up the spells later. Second, just what in general.

Give them Unit Abilities via triggers, then if you want, use a integer to keep track of the spell's exp (this part is just a suggestion). To level an ability, use the GUI to Increase level of ability for unit bla bla
