[General] Level skip bugged

I havea little problem here, in gameplay constants default skip level for abilities is 2 and in the spell itself the level skip is 2. Still, the ability levels can be learned every level instead of 1,3,5. How to fix this? Moreover, some abilities skip level others does not.

If the ability is based on a unit ability, make sure that required level isn't 0 (but 1 instead).
