[Spell] Item Spell Won't Cast for no reason!

So I gave an item a Shadow Strike ability (Custom, item ability)

The item is permanent and has the cooldown group of the ability.

However, when I click the item, the target won't appear for no reason. It won't cast the ability. Why?

Nvm apparently there's an "Actively Used" feature.
