All modern operating systems support any refresh rate as long as it meets the following requirements.
1. The current display supports it. It is pointless refreshing faster than the display can.
2. The drivers that power the display support it. Obviously the OS cannot refresh at a faster rate if the drivers do not allow it to.

In most cases refresh rate is limited to that of the display. The displays are limited such that they meet certain visual requirements. Through some advanced adjustments of output frequencies and types you can force displays to use higher refresh rates but this can void any warrantee on your display and also will not actually make them refresh faster.

this pc is running on a tv that is 100 hz. the monitor i am using on my main pc should support it as well. i didnt have any problems in windows xp but the pcs i have that have vista or newer appears to be locked at 60 hz for some reason. i cant find drivers for the tv though.

The TV is probably only 50Hz. Welcome to the world of false advertising.

If you could link the product specifications for both your TV and computer display we may be able to help further as then we can actually tell you what the correct refresh rate is for them.

Yes, you can increase refresh rate with built in driver tools like what nvidia provides. Of course do it for your own risk, it may cause warranty loss on both graphics card and on the screen too. It is not guaranteed that you can exceed the screen specs, the screen might whine if you want to use it at higher refresh rates, or it might not even refresh faster on hardware level.
