Interactive Map Program Help

I'm looking for a website or program that would allow me to more easily make custom maps for campaigns:
Example:

Currently I have a base map with the forts and have to modify it everytime a player makes a turn, it's very time consuming.

I'm just looking for a program or a website that's easy to use and would allow me to simply move the Soldier icons and fort icons on it, nothing fancy or anything

Well it's pretty much a virtual board game using medieval SS6.4 to play out the battles.

I tried your link and made an account but it seems I have to buy a "template".
